I don't know if you have a Sam's club near you. But they sell a product called ODO-BAN . It is a gallon jug and can be used from anything from a refreshner to a disinfectant. Depending on the ratio mixed. Claims to kill strep, hiv virus, herpes etc. I used it to rid my basement of that musty smell. It does have a light fragrance of ucalyptus. But that's better than basement or trash cans. Good stuff.

Use bleach to wash out the inside of the can and kill all the germs that are causing the odor. The stronger the smell, the more you'll need to scrub. You may even have to rinse and repeat. Once the can is cleaned out, sprinkle in some baking soda, which will absorb any remaining smell and help keep the can fresh. When putting trash into the can, make sure the bags are tied up tightly and don't have any holes, and don't throw them in; set them in. This will prevent trashbag blowouts that will set you back to square one.

you will have to wash out the trash can after they have been emptied and keep baking soda in the trash cans. Make sure when you throw trash away that the bag is closed and will not leak into the can.

Go to your community ruling agency and ask them. They make the rules and should have the resolution already for you! They should not charge you for the question.
Oust is 2nd guess, in unscented odor and other fragrances.
Lysol is 3rd.

Place ground coffee in the bin to reduce odor, you can also consider attaching a box of baking soda to the lid of the bin.

Rinse out cans and containers containing food particles. In other words, wash your garbage. If you do have any "wet" stuff put it in a old grocery bag and tie it tightly. Obviously, keep lid on can closed. This works for us.
