Your local police. They'll pass it on to the proper authority (most of whom aren't terribly interested in listening to tips directly from civilians anyway).

You can report it here: http://www.virtualglobaltaskforce.com/country_identification.html
(note that this organization is partenered with Interpol, so I thinjk it likely that your report will make it to to the proper government agency, as opposed to sites listed on the third link below, where the organizations listed might just be keeping a list or such.)

You could also report it to the FBI https://tips.fbi.gov/

You could report it to the local agencies listed on this site: http://www.vachss.com/help_text/report_child_porn_intl.html

You can report it to some online reporting sites but no mater what you should report it to your local police so that there is a report on the mater. If you have come accross it by either acident or design and anything is left in your computer you are the one that is liable. You don't want that. Call the local authorities so that they have it documented that you did report it. Check out my ref site too!

There Is No Free Speech Protection for Child Porn
If you encounter child pornography either online or through the U.S. mail, here is how you can report the crime to the proper authorities. If you encounter child pornography on the Internet, you can report the site address to your Internet Service Provider and your local or state FBI or Customs office listed in your telephone directory.
You can also report child pornography online by forwarding the site address to the National Center for Missing and Exploited Children (NCMEC) at cybertipline.com. NCMEC will forward your report to the appropriate investigative agency for follow-up.

To collect the address (or URL) of a child-pornography web site, click on the address in your browser's address bar to highlight (select) the address. Then hold down the Control key and click on the C key to copy the address. You can then paste the address to a text file or email message by holding down the Control key and hitting the V key.

You can write down the url address and then call the police or go to the police department. They might ask you some question for example, why were you looking at porn? How did you end up there? Other than that it will all be good. Don't be afraid to report it to the police. Just do it.

I assume you are an American because there are so many on this site .

I know that if you are in Canada that you can call the RCMP listed in the blue pages it is an 1-800 #

That said you should be able to go or call any municipal police force and ask them the how's why's and who's of the American syestem.

My guess is it would be policed by a federal force - FBI right ? Yep I am sure thats your federal force call them

You don't "come across" child porn. You are visiting dodgy sites which is where it's coming from. Don't click on stuff so often when you visit a site as there is likely to be small print at the bottom of the page saying in effect you agree to receive adware, spyware, junk etc. Be more careful where/what you visit.

Since I have not once come across any child porn in over four years, uhhh.. not that I've been looking for it of course :).. brings up the question as to your idea of a "child". This world is filled with eighteen year olds who make darn good money posing as fifteen.. even fourteen year old girls.. or boys. So make sure you are dealing with children, if not, you may find yourself facing a lawsuit.

All you have to do is contact !The Internet Watch Foundation!
You also need to be careful because if you have accidentally visited these sites there will be evidence on your computer so let them know and ask their advice as to how to get rid of it.
You could face a charge of downloading child porn.

I would lieke to start out by saying that it is sick and disgusting. but the answer would be the local police. They will run a search and connect higher athorites if it is indeed child porn in this country.

Your local authorities and the host of the site.

How exactly does one "come across" child porn websites? You really have to be searching porn sites to find this stuff.
