Is it a male? If it is, the betta is creating the bubbles. (I don't think a female does this, but I may be wrong). You will notice that he goes to the top, takes a mouthfull of air, and releases it below the surface.
The betta can aerate his own water, that's why they thrive in swampy conditions. The bubbles are actually "nest" building.
The female lays its eggs on the underside of the bubble "nest" and the male will fertilize the eggs. After that, the male will kill the female and tend to the nest and care for the young.
FYI, I usually change the water in my betta bowl once a week just to keep it fresh, even though for the most part it is still clean. I use tap water and let it stand for 24 hours. However, a lot of people also use water treatment (de-chlorination) so that they don't have to let it stand.

This is a bubble nest. All males that are free from serious disease (not necessarily healthy) build bubble nests. If you would like to keep him happily building bubble nests, get him out of a bowl and into a filtered tank with a minimum 2 gallon capacity (5 gallons would be better.) Contrary to what hobbyists and pet stores will tell you, your Betta will not thrive in a bowl and does not prefer small tanks. Do not, as someone seemed to suggest, attempt to breed your Betta. You will end up with dead Bettas.

Bubbles on the water surface of a betta fish tank indicate the ff:
1. You have a MALE betta (only males make "bubble nests").
2. Your betta is already an adult.
3. Your betta is ready for mating and breeding.
4. Your betta feels at home in his environment.
5. You should put aquatic plants for female bettas to hide in because the males get aggressive toward the females during mating.
Suggestions: Your water is just fine. Add plants and other accessories. Your betta needs hiding places and stuff to play with.

The fish needs fresh water. The oxygen in it is getting low. That is why there are bubbles at the top. Put some fresh water from the tap in a clean, preferrably glass bowl, let it stand a few hours to let the chlorine evaporate and then empty the old water out and put the fresh water in. If the fish is only in a bowl with no filter, you should change ithe water often.

Did you ensure that you added chlorine remover or at least allowed the water to sit for a full day before the fish was placed in it?
Sometimes if the fish has been over fed this can happen as well.
Re clean the bowl, ensure all stones (if used) are washed well with hot water only.
Add water that has been treated for chlorine removal (preferrably) ensuring that the water has sat for min. 10 minutes before putting fish in.
Always have 2 bowls for the fish...one that is cleaned and ready to go with treated water and the other which is the bowl the fish is currently in...when the treated water is ready, change the fish over and then wash and prepare that dish for the next change later on.
Hope this helps

Bettas make bubble nests. They blob bubbles on the surface of the water to lay eggs in. It is a sign that your betta thinks his home is a good and healthy place and thinks that it would be a good place to raise a family.

It's a bubble nest! Congrats! You have a happy, healthy beta! Mine always used to make them. Apparently, when they're happy and healthy, they (males) will blow a bubble nest, and a female will lay her eggs in it.

my brother beta fish did the same thing I think they do it because they are bored of just floating around the fish bowl so they make bubbles to pass the time.
