Yes and no,

If the site uses a secure connection (look for https in the URL) and is a trustworthy company then you will be pretty safe giving your National Insurance number.
It would be unfair to say you are totally safe because ultimately anything that goes over the internet is at some risk. But then again probably about as much risk as someone stealing your written application from the mail so that they could forge your identity.

If however the site does not use a secure connection or you just feel uncomfortable or dont trust the company...dont give them your details!

There is no reason to provide this on a application form. It is only relevant when they come to employ you. I would not provide it at this stage
