Isn't there usuery laws that would prevent someone from chging.a $240 late fee for a $300.00 debt?

He can charge you whatever he wants.

HOA dues can gain intrest if not paid

Read your by-laws, if it states that they can charge you, than yes. If there is a percent or doesn't state anything, don't pay it. What are they going to do? Kick you out of your house?
