Why would they conduct such a small test? A show of force would dictate that a larger test be used to show how bad-a-s-s they are to their enemies.
The smaller explosion here means 1) the nuke didn't work right, 2) it was a really small nuke, 3) it wasn't a nuke at all

A plutonium device should produce a yield in the range of the 20 KILOTONS, like the one we dropped on Nagasaki. No one has ever dudded their first test of a simple fission device.
South Korea estimates the yield at only 550 TONS, thats a far cry from 20 KILOTONS.
