It's a good question, but it is also a waste of your time. You will need an attorney. He, evidently is not a very good person. What makes you think he has changed? Did he try to contact you while he was in prison? He is going to have a difficult enough time securing a job and a place to live.
If you want to see him, try that first. He might not want to see you at all.
I don't want to hurt your feelings but you need to face the facts. It's too bad that they are all against you.You have some bad karma going on there too. You don't want to see your biological father for any other reason but money. That will not come to a good end. I also do not understand WHY you would want something from someone that treated you and your mother so poorly.

Thats your father! He's out of prison. How much money do you think he has? How easy do you think it's going to be for him to get a job? He's a convict for love of not dropping the soap! He has started over with his life. Support his efforts to survive and change. Help him become a better man. Thats the best back pay he can give you. Officially he will never be a rich man barring hitting the lotto.
Don't be a gold digger, be a love digger.

Well the money would go to your mom she is the one who took care of you.Why do you think you would get it?Child support supports the child. Not for you just to have money. If mom wants to pursue the issue she should nothing you can do.

who told you that you are entitled to that money? the child support is supposed to be for the mom to help pay for raising you. you need to speak with an attorney.

Call a lawyer, a good one. That way you won't even have to contact him yourself, let the lawyer do it.
