Though Ethics appears to be plural, it's a grey area as it is both singular and plural at the same time.

In your sentence, since Ethics does not refer to several rules of Ethics, or a collection of ethics, it refers to the SUBJECT of Ethics, which is Singular - and thus, the first is more correct in this situation.

If you were to write #1 as "does an ethic" it would be ok...
