The way the question is worded, #2 is correct.
However, if you rewrote the sentence to read a little differently, you could change the verb to singular: "How much room does the study of ethics have in our legal [education?] system?"

If I understand the question correctly, I would write; "what role do ethics play in our legal system".

Number 2 because "do" grammatically agrees with "ethics".

Hmm, I think it depends. #1 is correct if you're talking about ethics as a subject, and #2 if you're talking about ethics in general.

2- you would say "ethics do have enough room in our legal system" more so than "ethics does"

they are both correct because when you say "ethics", it could be taken as either ethics considered as an entirety (do) or it could refer to ethics as a plurality with many components (does).
