It's lack of space and sometimes top shelves are used for overstock. When a lower shelf gets empty, it is easier for employees to get a ladder and move the overstock to its proper place, then digging in the back bins. Unfortunately, those shelves only hold so much. If you can't reach something, you need to ask an employee for help. That is part of what they get paid to do.
