Guys wear swimming caps when swimming competetively and when training, it reduces the drag and increases the speed. That why some swimmers, just before major competitions grow there beard and then train with that before the competition, it makes you slightly slower and they try the aim at there best time, then the day before they shave off the beard and swim a few miliseconds or like a second faster. so the same principle is with hair on their heads, instead of every guy swimmer shaving of his hair they wear swimming caps. Its similar to wearing boardshorts (beach shorts) compared to speedos.

Only if your hair is long enough that it touches your ears. If I were a boy, which I'm not, I would wear one at swim meets regardless of whether or not my hair touched my ears. It lessens the drag when you swim, therefore, making you swim slightly faster. Keep in mind every second counts in races.

The kippah is worn by making use of Jewish adult males to remind them of the only above (the existence of G-d). Jewish women human beings do not placed on a kippah using fact in accordance to Judaism, women human beings are extra conscious of G-d than adult males and hence they want no reminders. In Orthodox Judaism women human beings conceal their heads (as quickly as married) with a headscarf or a hat or a wig, yet this is finished for modesty.

first it's not called hats it's called swim cap
and if they have short hair no, because it can bother them.
But if they have medium or long hair yes!
Hair slows you down!
why do you think girls are always shaving
on the swim team!

yes they should if they are competing. Hair on a swimmers body is thought to slow you down - not a lot but in swimming every milisecond really does count.

Not unless they are swimming - it would look foolish to wear them around town.
The hats help reduce drag when swimming competitively.
