It might be a pump out pipe for a septic tank. If it was for an oil tank it would have a steel pipe about two inches in diameter with a metal cap on it. One weird possibility would be a 50's era family fallout shelter with that being the vent pipe. That capped well that Uncle Billy suggested is another possibility although concrete sounds strange for that (we had a well with a steel casing when we lived without a town water system).
Make its resolution or removal a condition that must be taken care of prior to closing. That should get some action. If it turns out to be something bad that will be expensive to remove then you could be stuck for a big bill (including possible removal of contaminated soil that could run to tens of thousands of dollars.)

You might want to check and see if it's a ventilation outlet for a bomb shelter. They built a lot of them in your area. On the other hand, it could be a cryptorium. Maybe a whole extended family of dead people are down there. They always left a pipe sticking up in case somebody wasn't really "dead", just poorly embalmed, and woke up all of the sudden. They could holler up the pipe and a passerby would let them out. Use to happen all the time. Trust me. You can look it up. But I'm thinking it's really an old capped oil well that was pumped out and depleted, but has since been recharged by crude oil seeping up through the fissures in the rock. Give your local Standard Oil a call. You're probably really, really rich. Just don't remove the cap. It's under tons of pressure.

First of all, this sounds like an old, collapsed septic tank, and the pipe and cap are there in case there is some buildup of pressure (because even if the old tank was pumped out, there could still be some residue). It should not be that high off the ground level -- and for the most part, is an annoyance in the ground.

It is probably an access pipe for cleaning out a sewer line or septic tank. You did not say rater the house was older or new but in years past before plastic sewer line it was not uncommon to have concrete pipe with solid concrete cap. you could have an inspector come out and look they should be able to determine pretty easily what it is.
An inspection makes good sense anyway if your buying this home you may find other things out that you really need to know before you buy

It sounds like an old oil tank; or it could just be the filler pipe for fuel oil for an old furnace. If there was once a fuel oil furnace it may have been the filler. See if you can find that out; although the filler for that should be close to the house and apparent in the basement

How big diameter is the pipe? It sound like a caped well which may be a good thing as you can use it to water a garden cheap. If, it an old Storage tank of sorts this may not be good, as it is probably old and may leak. I would assume it an old well if the pipe 6-10 in diameter.

Call the city administration office and find out who would be the one to investigate it. If it is an old oil tank then it is considered a hazardous site and has to be removed and any contamination along with it.
If it is something other than that then you will know.
It also may be an access to the sour line in case it needs to be unplugged. Like ruining a rotorooter down it.

call the local gas and elect.companies in most places they will come out and check it for u .. they may have other suggestions if it has nothing to do with them.. be sure to have it checked . if you think it is a gas/oil storage . try to check the records on previous owners of property.. of the land if it is a storage tank you may need to fight with the company that put it in to remove it..lots of $$$ and mess..be sure to check with as many soures as possible till you know for sure ..hope it"s nothing at all but an old post to be dug up or build a flower bed around and put a bird feeder on..good luck

Why contained in the international could you desire to fill contained in the spa? i think of this is remarkable. i assume detrimental people in basic terms think of in any different case. i think of that could cut back the value of your materials. besides sitting contained in the spa at evening along with your sweetie sounds so romantic.
