3 or 4 months had passed, yet I haven't received any response yet from any employer. Is my resume really posted for foreign emplyers to see and read? I am about to have some doubts as to the viability of the internet service.

I posted my resume about 8 months ago. I get calls about once a week still, even though I've had a job for the past 7 months, and haven't been looking. Perhaps you posted to the wrong web site, or your resume isn't well-done?

You usually only get hits from recruiters, not actual employers. They tend to search very specific keywords (example MCSE) so you want to have as many of those on the resume as possible. Most recruiters are just working off a list of requirements and have no idea what the job really is.

It is also useful to open the resume in edit mode and resubmit it. After 3 months, you are probably out of the search range. They tend to look for new ones since it is likely that in three months you found something.

Finally, you don't get a lot out of it period. I have ten years experience an MCSE and a bunch of other certs. I can get 5-6 interviews a week sending it out. I get a call about every other week off every free place to post it that I can find and 75% of those are terrible matches. You need to look for the employers, not count on them finding you. It does happen, but not nearly as often as the other.

Well, most of those services will list how many times your resume has been viewed. If not, consider asking for proof.

However, most of the time, simply having a resume posted leads to nothing. You have to actively apply to posted positions and list your resume when doing so.

Finding a job is not a passive undertaking.

I would need to know where you posted your resume. I have used various website both as a job seeker and and HR person.

Additionally, I would like to see your resume.

You also need to be proactive by finding job postings and forwarding your resume to the companies.

The trick is to repost your resume often. Everytime that you repost it shows as a new reusme to employers and gets flagged for them to look at. Once it has been on for quite some time you "fall off the radar". Good hunting!
