There is a software called Dr Delete.
Dr. Delete can delete in-use files by scheduling them to be deleted at the next start-up. It calls upon the Win32 API, so it's using safe and tested code.

1.Once you have downloaded a copy of Dr. Delete and have it running, click the Browse
button to specify the file that you want to delete.
2. Navigate to the C:\Document and Settings folder.
3. Then expand the folder that is named after your User Name.
4. Expand the Cookies folder and then select the index.dat file.
5. Click Open when you have the file selected.
6. Once you see the path of the file in the text box, click the Delete! button

Once your computer reboots, the file will be deleted and the URL cache and cookies will be cleared.

With your browser open, click on Tools, Internet Options. Look for the 'delete cookies' button and click!

Upper portion of screen, click on TOOLS, then click on internet options, then delete cookies.

go to main menu go to control panel and click on remove programs find cookies and remove
