I called to Dallas Tx . I dialed US zone # 1 already. but it still can't work .
what is the reason ?
1. His is not in the city ?
2. His account had ran out of money ?
3. His cellphone is power off ?

It could be any of the reasons you listed and plus others, like the lines are too busy to connect your call.
Try using Internet service like www.jajah.com. It is free. All you do is type your number in first, then his. The service will ring your phone first, then dial his to make the connection.
