i am just trying to figure out what the "PAGE" is that is being discussed when the media talks about Foley talking with little boys

Pages are errand boys (and girls) who work in Congress. It's an honorary internship that gives high school juniors and seniors an up close and personal look into the inner workings of government.

In Foley's case, it was up too close and WAY to personal.

They are referring to boys (usually teenagers) who work for politicians doing errands, office jobs, etc. Page is a job title.
