a and d are the same, and both are wrong. b doesn't even make sense; it appears to be describing the mode, but it doesn't say anything about a relationship between the two values. So it must be c, which is moderately true, I guess. The mode is the value that appears the most times. The mean is the sum of all the values, divided by the number of values. If the mode occurs enough times, it can dominate the data set, and the mean may be very close to it. But that's not always true. The mode of {2, 2, 2, 2, 8} is 2, and the mean is 3.2. They're pretty close, considering there's an 8 in there. The mode of {2, 2, 15, 16, 17} is also 2, but the mean is 10.4. They're not very close at all. Really, the question is very badly stated. If the answer is supposed to be b, it should be clear what the statement is. "The mode has a greater impact on the mean than other values due to its high frequency" might be a correct answer.
