What can be done for cracking peeling lifting resurfaced concret?

The concrete is four years old and is cracking and it is dangerous, someone could trip on it. What to do? Please help.

You said it was resurfaced. You may need to resurface again or totally redo it

Chip it off and have someone do it right.
