There are a number of aspects to the implementation of any SAP module. (Not particularly unique to SAP or the HR module).
Overall project management - PM skills
Blueprinting/design - Subject experts & SAP developers
Realisation - SAP developers & programmers / other programmers
Operation Procedures - Subject experts & SAP developers
Education & Training - Subject experts / Trainers / Communications
Testing - All
Data Migration - Subject experts / SAP developers & programmers / other programmers
Cut over/Go live/Support - All
So it will depend on which part of the project you are involved in

You shouldn't need any programing knowledge for an HR SAP project. There is a pretty clear distinction in SAP between functional work and technical work. So while programming knowledge is useful, it certainly isn't mandatory.

You don't make it clear whether you are admin or user. SAP requires a certain amount of knowledge to use (just like any software).
If you are a user that doesn't know how to use SAP, you should probably try doing your project in the "sandbox" first. Your admin can give you access to the sandbox.
