Consider Coquille Oregon. A little further west than you mentioned, but warmer. Rated as one of the best places to live in the US in 2004. Population 4500ish, lots of land out of the flood plain (the river bottoms flood, but not the hills), out of tsunami zones, the next big 100 year storm should be about 2062 (there was one in 1861 and in 1962). And they were basically just very, very wet! Home prices are still reasonable, there is good hospitals within 30 miles (one in town but not as large...) and a good amount of activities both intellectual and physical nearby. No twisters I've ever heard of either.

Try some where in Kentucky. Our weather is pretty good....no floods, earth quakes or tornado's really and we have allot of natural beauty (we have the only moon bow which is a rainbow that happens at night over Cumberland Falls, and we have tons of historical sites) and tons of horses! We have plenty of small towns (I live in one of them) but I must say the people are generally VERY country so if you can't stand to drive behind a tractor on the old high way I wouldn't suggest it.
