The problem is they fall into different categories depending on the size of the production, the larger the production the more specialised the departments and as such each of the above would have their own department and special effects would cover only digital enhancement

Special Effects are those effects that occur during production, that are filmed as practical elements, ie. explosions, certain stunts, squibs and such. Visual Effects are all effects that are added post-production, or after the film/scene has been shot.

It's like in the Mission Impossible films.
All of the explosions and mad action scenes and noises are special effects.
They are all computer generated

well there are three effects i can think of, first sad movies effect my tear ducts, scary movies effect my adrenilin glands and sex movies, well they really effect my sexual stimulation
