It is not something that older men prefer doing, firstly as you know when shopping for jeans etc you find you only have a limited choice leg length/waist size?. As people get older their vertebrae and legs get shorter and so a size that used to fit DON'T fit no longer, and does result in off the peg trousers being too long from crotch to waist, so where to put the additional inches ??? half way up his chest obviously poor chap.

The only guy I have seen do that is Simon Cowell, still it has to be better than these bits of kids who wear their trousers half way down their backsides, how gross is that.

because when people get old they start lossing weight and the clothes get loose and when a person is old people he/she does'nt wants to feel free so dont prefer tight clothes so they use waistband around there waist as it elastic which a belt cannot be.

And why are their trousers always too short?
MInd you, I'd have to say I prefer it to the trend of wearing your trousers waistband just below your ballsack!

Because it is so hard to get a decent tailor these days, clothes off the peg never fit properly.
