The "best" time to water is just before sunrise. This will allow the water to be absorbed by the soil without evaporating. It will also cause the water droplets that have formed on the shoots to evaporate. This is important due to the fact that it will prevent diseases from starting in your lawn. Also, if you have listened to the weather reports, try not to water when it's "real" windy. Allot of wind will cause for a large part of the water to evaporate before it even hits the ground.

Early morning, just before sun comes up. Avoid daylight as the warming air and sunlight causes more evaporation. Although St. Aug is a shadier grass, so this might not be as much of a problem for you. However, definitely avoid dusk since leaving the lawn wet all night makes it more vulnerable to disease. The goal is to get as much of the water in the ground as possible, and let the grass itself dry as soon as possible.

Water about 1 inch per week, once a week, unless it rains. Consider a rain-meter to let you know how much rain you've received and how much water you've put down.

As soon as the sun and the water drops don't cause the effect of a magnifier glass and actually burn the leaves or the grass,
this is, in the evening or dawn, or... very early in the morning before the sun produces the same effect as in the afternoon.
Definitely don't do it an noon or close to that time.

I'm sure you already know that it is better to give your yard one good soaking to get the water to the roots, than a bunch of light watering's... when it is in the middle of summer, with warm nights, i don't worry to much about what time.. but now that it is getting colder, water early in the morning.. the temperatures start to raise around 3 am.. so anytime after that.. if you water late.. now that the evenings are getting cold.. the water sits too long, giving fungus and diseases time to form..

Deep infrequent waterings in the morning to lessen the chance of fungus.

Water when the grass shows signs of being dry, IE. footprints or tire tracks remain for long periods.

better early in the AM so the water has time to be absorbed before the heat of the day. preferably not late afternoon or night, since, especially in colder areas, the ground can get too cold and hinder the growth of grass and plants.
