get some paint deglosser. it is pretty toxic, so wear some gloves. Dont scrape at it, you may tear the screen.
or just buy new screen:)

Remove the screen. Soak area in alcohol for a few hours (outside preferably). Scrub with a toothbrush.

Goof Off--the stuff removes almost everything and can be found in the hardware section of your local walmart/kmart/etc.
