It doesn't give a job description it just says that they are hiring one please help.

Well, just by looking at the title, I would beleive you would be in charge of all the services and programs that are offered at either a local community center or at a public works office, like Children's Services or Parks and Recreation.
As a coordinator, you may have to designate and assign tasks to others to complete that would relate to an event, and/or you would be responsible for the overseeing of different programs.

First thing I would do is find out the name of the Employer, this should enable you to get on the Net and find out something about them. So you can write your letter of Application and Resume accordingly.
If you lived in Canada I would checkout the NOC (National Occupations Catalogue) which was set up by the Federal Government, so as to give prospective employees Job Descriptions, Salary Ranges, Credentials Required, et al.
