Multiply 10 times 2 and then subtract from 35 which gives you (b)

15 mph.
15 + 10 = 25 first man
15 + 20 = 35 second man

x = speed limit
first man goes x + 10 mph
second man goes x + 20 mph which we are told is 35 mph
x + 20 = 35
x = 15
