She's not home all day & it barks & whines. It doesn't have food & water half the time. I take it food and water during the day. The woman swears she loves the dog and thinks it has enough room on the rope it's on and says she feeds & waters her before work but she knocks the bowls over. Should I report her if I think the dog isn't living in good conditions?

I've tried calling the humane society but you HAVE to give your name and they send a letter to the person & tell them who told on them. I've been through this with the humane society before. I've made a few enemies in my neighborhood over dogs.
You can not even call and report a dog locked in a hot car without giving your name, address and phone number. I've tried that too. These days it is too dangerous to make people angery at you for calling authorities on them.

If you truly feel the dog isn't being treated well just go get it. I've done that many times. I have taken 4 dogs away from their owners just because they were being beaten, had no shelter, or were being starved. I even took a mama dog & a whole little of newborn pups once when I saw they had no shelter and the mama dog had no food. If someone is mistreating an animal they are not going to call the police on you for taking it. What are they going to say??? "I was beating...starving.... my dog so she took it away from me"?
If this is a neighbor that you are friends or aquaintances with, offer to try to help her out. If she lives alone she may want the dog for protection. Offer to help her get a longer chain to put it on, help her get it shelter. You are already making sure it has food & water during the days.

She may have the best of intentions...but she is being cruel to the dog. For a dog to be socialized it must have human interaction. She is creating a potentially dangerous animal. Yes...report her, or at least suggest that to her...a pen would be a better option than a chain or rope....

why don't you try talking to her... make up some sort of agreement to babysit, if you will... If you report her the dog might get sent to the pound and if not placed, ERASED... sad but true
