With respect to a full moon, yes. When you see a full moon in Canada there is a full moon all over the world. And likewise with a new moon.
However, the difference in position on the Earth will affect the observation of waning and waxing of the moon phase. The northern and southern hemispheres will see opposite waning and waxing lunar phases.
