Can it be removed without repainting the car? DO you know about using the "clay process" I hear it removes the clearcoat.

This is absolutely not true!! I have used a clay bar on my car for 7 years and there is no damage to the clearcoat! If used improperly I'm sure you could manage to screw it up but hopefully you will do it right... get a liquid wax in a spray bottle and a fine grade clay bar, both can be purchased at your local parts store. First spray the area with the liquid wax then use the fine clay bar, rinse and move to the next area. Do a square foot at a time using a circular motion, repetition is better than preasure. Good luck!

R1volta is correct...powdercoating is sprayed on as a powder-looks like colored dust and is easily blown off with air or water.

The powder should just blow off or wash off.
Powder coating requires 200-300 degrees heat to melt the powder.

Ask a lawyer, because your neighbor is responsible for the damage.
