is it ok to use the ut emblem/clipart for my own use? can I scan pictures and such to use for my hobby?

Unless the item states that it can't be used, then it's usually ok to use personally. What isn't allowed is when it's copied numerous times for many people or when it's printed and sold (copyright infringement).
