I have to go for the high heeled shoes. I can wear them with more things. The high heeled boots I have I wear around the house for my hubby with nothing else on. That seems to work best!

High-heeled shoes are "chic", high-heeled boots are more casual than the former. If I had to choose I would go for high-heeled shoes, especially if your legs are thin, they look great with skirts and pants alike. Just make sure the skirt is not too short...

A dressier out fit and for work I might wear high heeled shoes
Casual clothes and Jeans high heeled boots.
