how can they block it when they will give me another phone with the same number?

Two things you have to keep a part: the phone (the hardware) and your phone number. The number is determined by the SIM card ("subscriber identification module") that you put into the phone (or that your provider gives to you).
Each telephone carries a unique ID, in form of a 24 character alphanumeric string, called "ESN" ("electronic serial number"). This string is being broadcast whenever you establish connection with a carrier. This way, the carrier can detect which phone is being used.
If you report a phone as stolen, you can assume that it gets flagged, or blacklisted, somewhere in your carrier's databases. If anybody then makes a call with that phone, the carrier knows the call is originating from a "stolen" phone. Whether or not they act on this observation is a different question. But they certainly could.

It is possible to track mobile phones to within 50 metres on a commerical basis and in busy areas it can be even more accurate.

Commercially this is used to track children and the technology is used routinely by the police in certain cases.

They will associate the new Electronic Serial Number of the new phone with your phone number and account information. Then the old phone won't work anymore.

All mobiles phones have a identity number! As soon as they are used again it will be traced! even tracked to a specific area! Throw it away!!!

Probably not. They can find out you filed a false report and put you in prison for it.

They can block it and still use your old number. Believe me ! it is very traceable.
