Yes. Because it's passive, the subject of the sentence is unclear; you can't ask details to be submitted, you have to ask FOR details to be submitted. The passive voice doesn't really work here, unless you can talk to the details themselves!

Alternatives might be:

'the requested details...'

'The details that we have asked be submitted...' (although that uses the subjunctive - an obscure beast in today's ungrammatical world!)

'the requested submission of details...'

The correct format of this question would also depend on the context of the remainder of the question.

This is not a sentence, just part of one, I need to full context really. However, it doesn't sound right. Try "the details that should/need to/must be submitted..." one of those might be better, 'that are asked' is not right.

and It wuld be a sentence. Hope that helps
