There was a Timex commercial about 20 years ago( maybe 30) that explained the reason why. As you may know the Timex commercials always said "takes a licking and keeps on ticking" and always the time was 10:10.
They explained it by saying it was to show that the watch was still working and that position it was the easiest to see the hands of the watch and that is why it was always 10:10. If the answer is true or not I don't know but that is the explanation they gave in their commercial. They made that commercial because many people asked why their watches always said 10:10

For many years, display clocks were set to 8:20.
This was done to show the face of the clock to better advantage.
10:10 serves the same purpose.

I would think it is simply because it clearly displays both hands, towards the top of the clock, with symmetry in their positions.
