No algebra is needed...

The date is January 1. Her birthday is December 31. Now she is 18. So, Two days ago she was 17. On December 31 of this year she will turn 19 and next year 20. Simple.

The key is to figure out how to get "the day before yesterday" and "next year" to be as far apart as possible. So, the person is speaking on January 1st and the girl's 18th birthday was the previous day, Dec. 31st. So, the day before yesterday (Dec. 30) she was 17. Now she is 18 and on Dec. 31 this year she will turn 19, and next year on Dec. 31 she will turn 20.

This doesn't really seem like an ALGEBRA problem because "next year" is a vague term difficult to represent in an equation. I guess the only way to express this in numbers is to say that you really only need 2 years + 1 day for your age to change by 3 years.

Good luck
