Yes, Just go to any Verizon, SBC, smart pages etc and you can look up the number to see who it belongs to. You can also look up a person by a number or an address.

Most of those sights want you to pay for the information they have.
Your best bet is to call the number from a payphone and ask who the number belongs to.
