Force turns gears, not friction. Friction slows systems. It's necessary, but not to turn gears. Gears work with atmosphere or without it.

The gears will operate as they push against each other to make movement.

A clutch on the other hand needs friction to work, as do brakes.

Remember you put oil on your gears but not on your brakes or clutch.

JJJ, I would say yes. By the nature of people, gears would operate. Of course without the friction, they would not be so effective or interesting.

Not speaking of greasing the squeaky wheel here.

If there was no friction, the gears wouldn't have anything to push each other. In other words, you couldn't push either gear, to make the other turn.

If gears do not move and are not lubricated they freeze up. Friction is generated when movement occurs Therefore I would have to say no they would not operate.

At a guess I would say, definitely yes, though their efficiency would be less.
