THE WIPERS, HI-LO BEAM CONTROL,CRUISE, AND TURN SIGNALS ARE ON TURN SIGNAL ARM. TURN SIGNALS WORK. SEEMS LIKE A GROUND PROBLEM IN STEERING COLUMN, BUT I DON'T KNOW WHERE TO LOOK TO FIX PROBLEM.

The hi beams should work if the low beams work unless the dimmer switch or its wiring is bad . This wont be a ground problem. Ohm out one of the hi beam bulbs to make sure its good or check for 12 volts between ground and headlight hi beam connector with hi beams on. If not present, the dimmer switch is bad. Check for voltage at the wiper motor connector with wipers on. If voltage is present, wiper motor is bad or not properly grounded. If voltage is not present, you will need a schematic to find the proper voltage input wire to the wiper switch at the steering column connector. Check for voltage there. If voltage is present, wiper switch is bad. The horn problem could be a ground problem in the column. You might also check the fuse block to make sure any of the fusible links on the back of it are not burned. You can verify this by checking for voltage between ground and the fuse block connector that the fuse plugs into. One side of it should show 12 volts with the particular accessory turned on.

i own a repair shop,and i think you have lost the main ground wire for it its either the one that comes off the negative cable to body ground or the one that grounds to the steering column on it,all the ground wires go on the column are down near the bottom of it,some even have what is known as a ground block and there will be plug in grounds on it there is also one pretty good sized ground wire on it,you may have to look around a little for it,but that's where its at ,good luck with it,i hope this help,s.

had one of those. Chevy is known for bad turning signal switches. need new one. the horn has two little switches in next to the air bag that just suck. no junk yard parts, wont last long. pretty soon your wipers may work by themselves.

OK I'm thinking that the circuits are protected by circuit breakers .
also you may want to look at your relays located under hood. lots of luck:)

Maybe the wiring burned out.
