They are like a hat for your neck, you pull it down over your head , it looks like a hat without the top i guess, that's the best I can describe it. Or like a turtle-neck part of a shirt - without the shirt, and it's usually thicker.
Scarves too, I guess are "throat" (lol, neck) warmers.
