It is called a gavel. The gavel was first introducted to american law and legislature in 1789 by Vice-President John Adams. He used it to called the senate to order. The gavel reamining in the senate and in judicial courts is more symbolic to history than anything else. The gavels main purpose is to get attention, and when the gavel is hit it ends discussion/debate. Hence the reason it is hit after the judge makes a ruling of court
