I don't want to be semantic but it never ceases to amaze me when folk ask questions like these with a 'Who created" It could never be a "Who" unless you want to just put it down to God & then it's hardly worth asking, is it?
As the good answer by ABC X says it is down to Hydrogen & Helium synthesizing due to cosmic pressures and time.

You should ask "What", not "Who", created the elements. There is no Hebrew shepherd in the sky doing all that. After the Big Bang, there were only elementary particles but no actual elements. In time, hydrogen was formed from these particles. Hydrogen gathered into stars. Fusion of hydrogen created heavier elements, beginning with helium. Oxygen and nitrogen were several steps further along the line in fusion of helium. Iron is at the end of the line for the fusion process. When a star has much of it and other rather heavy elements in its core, it is in its final stages. Several things may happen then, but that is beyond the scope of your question.

The universe was originally composed of only hydrogen. It came into existence soon after the big bang. Over the course of time new elements were synthesized from hydrogen. But even today, the universe is 99.9% hydrogen and helium. So the laws of nature synthesized the elements.

All of the hydrogen and most of the Helium and lithium was created from the energy in the big bang.
More helium and all the elements heavier (called metals by astronomers) up to and including iron was created by fusion process in stars. Nuclei heavier than iron was created by the S-Process in the atmosphere of thermally pulsing stars and by the R-Process in supernovae.
