Although I could probably make an educated guess as to why this dog does this if I had more information or if I came and observed the dog, I can't be absolutely sure why he does this. It could be that this dog has discovered that this is kind of fun and so he's going to keep doing it. Remember, dogs repeat behaviors that are rewarding. Then again, there could be a little more to it. Two good possible causes would be (1) boredom (or excess energy), and (2) anxiety (similar to the way that a person who is overly anxious may rock repetitively). Either way, I would try to redirect this dog's energy. You don't want this behavior to become something compulsive that the dog is unable to stop.

basicall, the dog feels that there is something that is following it. this usally happen in the early years. soon the dog realises that the thing it runs after is nothing but its own body part. Also sometimes, the dog gets irritated because of the fleas in the tail. in this case also the dog runs after its tail trying to byte the flee offf....
