Hve you tried to find the bunny's owner? I would put up some signs in the neighborhood just in case this bunny escaped.
As to housing solutions that don't cost much......I wouldn't keep him in a cardboard box for many reasons...dark, lonely, he needs room to move around. How about keeping the bunny in a bathroom? If you have a baby gate to close off the room that would give him some space or some other divider that would close off the door that he can't jump. Then put down a low pile carpet so he doesn't slip around and close the toilet bowl lid. Maybe also give him an old towel to lay on or an old t-shirt...just something soft
For a litter box, you can use an old cardboard box - but cut down the sides to about 4 - 5 inches and line with newspaper. It would be great if you could get some hay - you can get a small bag of timothy hay at most pet stores for under $5 or if you are near a garden store, maybe they have hay? We even got free hay at a local horse farm - just asked.
Green peppers aren't bad, but do cause gas in some bunnies. I would try romaine lettuce, kale, dandelion greens. I've stopped by local green market and asked for leftover greens and often get freebies. Just tell them you found a bunny who needs help.
He needs a bowl for water and it would be good if he got some plain pellets. The plainest pellets are also the least expensive.
If you owned bunnies before you probably know a lot of this stuff, but here are a couple of sites that may help in the meantime.

Ask some of your neighbors if they've lost their bunny. Domestic rabbits won't stray very far from home. Whoever lost their bunny is probably very closeby and it sounds like you are not equipped to take care of the bunny properly. Don't feed it the bell pepper. You will risk giving it diahrrea. If you can't afford feed at the moment give it some dried brown grass and a slice of bread. If it's more than just a day or two that you have to keep it without having what it properly needs take it to a shelter, humane society, or local vet.

Most rabbits eat salad provisions, carrots, lettuce, et cetera. As for Banting in the cage, well, you can use anything except newspaper, they tend to eat paper. That would cause digestive issues later. Try old clean towels. No card board! Its paper! You should be okay locking it in the bathroom for a couple of days. At least it will prepare you for the chore of owning a pet. Rabbits are kind and meek creatures, but even they will get testy when confined to an itty bitty space.

Why don't you try finding its rightful owners instead of sorting something out on a more permanent basis for you keeping it, there will be some child/children out there really upset that their Rabbit has escaped, all you need to do is, if you can take a picture of it and put posters up saying you have found this rabbit, I am sure that the rightful owners will come forward and be for ever grateful to you.

rabbits are like cats they tend to pee in the same area so it wont be hard to potty train them...if you wanted to. You can feed them apples, parsley, lettuce, broccoli, hay, pellets, kale, carrots, and much more. They need to spend some time out of their cage running around or they will develop arthritis. You can use a little bowl for water and another one for food. Watch their nails, don't let them get too long or when they run around they might get caught and ripped out. Be careful with cardboard boxes because they like to chew and can chew a hole in the cardboard box and get out. If there is anything i forgot to mention that you would like to know you can click on me and ask. hope i was some help to you.

I think that your best option is to contact the House Rabbit Society. They are a great shelter and they will take care of your rabbit very well. It is apparent that you cannot care for this rabbit. They can be costly little things especially when it comes to vet care. Fresh veggies are best but you should avoid giving it a pepper. The box is not a good living space because it is dark and will start to stink in a day. Please go to http://www.rabbit.org and find a chapter.
