how can i know a connection with the server could not be established?

im' writting a website in PHP .Im newbie.I want to know when user can not display my site(The page cannot be displayed-Cannot find server or DNS Error).I mean : when my site have error and user browser can not display then will advise my admin page...Can you hepl me? Thanks

If a user cannot connect to your page, then there is no way for your code to handle that error.

It's like if you want to have a message play on your answering machines when callers can't connect to your phone number. They'd never hear the message...
