He's bloody insane actually.
I suggest getting a restraining order, especally against his garden.
My neighbor is the son of a preacher who grew up in Texas and he used to spy on my mother while she was in the bathroom.
And he used to spy on everyone who used the hot tub outside.
And he tried to beat up my dog with a shovel.
And he exchanged a Lamborghini for a Porsche.
And he's just psycho man.
Ugh, he gives me the creeps.
And my neighbor always say "Cheerio" when he goes out.
Odd.
But i'm serious about that restraining order. Those people... you never trust them.

Maybe hedge clippers comes to your mind. People enjoy their gardens an like to take care of them. Or he does not want to spend quality time with the wife or girlfriend; so he spends Sundays with himself.

Well, we had to go pick up our neighbour's car which he had left in front of a military base when he decided to go berserk (took off his clothes, waved a pistol around). His wife (who can't drive) asked us to go get it to avoid towing charges. The next day, we had to go pick him up from the psych ward at the hospital. They let him go.
So, who's craziest: the neighbor, the wife for staying with him, the hospital personnel for letting him go, . . . or the idiots who went to get his car and pick him up???
Your neighbour is just run-of-the-mill mad.

Maybe that's his OCD tendency...we all have one... but yeah, usually everyone has a crazy neighbor at least once...I'd rather have a crazy one than the loud types like mine - when their friends come to pick them up, they honk the horn instead of getting out and going to the door - that is a pet peeve of mine!
