If your alloys are standard eqipment when car was new, all you do is to go to the supplying dealer and take your log book / registration docoment with you to prove car is yours along with your drivers licence, that's if it is one of the new ones with your photo, if not take your passport with you.
You won't get replacement keys unless you can prove who you are and it's your car, common sense, you could have nicked it.

yes you can, at the dealership. just drive up to the parts department and say you need a new wheel key, it might cost you 10-15 dollars.
