Look at the shell casing (Base) It should not have the indentation from the firing pin. For blanks, The bullet is generally not there, only the cartridge.

If it is still in the cartridge then the chances are it might be, Other than that you cant really tell unless you take the bullet off . Take it to a gunsmith and they can tell you.
Or wait till bonfire night and chuck it on.

Ok, first off it's called a round. The bottom of the round is called the percussion cap from where you gain such information as calibre and makers stamp. Furthermore, if the round has been fired you will clearly see were the firing pin has struck the percussion cap thus causing a chemical reaction inside the case.

Blanks and dummies will have a colour coding painted on the base of the cartridge. If the cartridge is brass coloured only - it's live!!

if the primer at the top has not been struck (no strick mark from the fireing pin from the gun) then the shell is live.
