For me, it would be in Playing Mona Lisa when he took her inside this beautiful garden that was completely off-limits and they just ate pizza and chilled out.
And then in Bed of Roses when he brought her flowers just because he saw her looking sad one day. And everything he did for her was sweet...
And there are so many others but i just can't think of them at the moment.

This isn't a movie so I know it won't count but the most romantic scene I've ever seen is my father giving my mother a new wedding ring for Christmas when I was in my early 20s.
My mother wanted a new wedding band as hers was worn. My father doesn't buy jewelry but that year he did get her a new wedding band. When she opened the box on Christmas Day, she was so shocked and happy she cried.
It was very touching and I still get choked up thinking about it.

Bram Stoker's "Dracula." When Wynona Ryder is in her room being bitten by Dracula himself. Eventhough it's horrific her being made a vampire, the drama scene and the music sets the mood for romance.

my heart melted when watching 'the prince and me'.. its that time when the prince was about to propose to the girl.. they were walking in the palace's park and the prince was explaining a lot of things on the way.. he held out his hand to the girl and when he opened it., a butterfly appeared, and flew away and under it was a ring..
