Where can I find Flash artists to hire or work with?

I'm trying to start a character sort of like Joe Cartoon, Foamy, etc, but I don't know Flash at all. Is there a good place to look for Flash artists?

Im not good at drawing i can animate manually and with actionscript. My friend do the drawings for me, so i animate
