there is no point me saying anything here, Bowzer has summed it up with maximum canine charm.

This is the year 2006 almost 2007. Dog Catchers were like in the 50's and 60's. They are called Animal Control Officers and they just dont concern themselves with catching dogs. You must know about animals and their instinctive nature, you have to know how to handle animals without hurting them.
If you want to shoot dogs why not join the service and go hunt down bin laden and the rest of his pack. You can have all the free bullets you want for that job.

Oh no, dog catchers don't get guns. They get sausages shoved down their underpants and let loose in a wild dog neighbourhood. Once the dogs have clamped their teeth around your nether regions you hop off back to the van to deposit the rabid beasts in the secure cage. The next day you start all over again.

You need a mean streak and a dislike of dogs and their owners.
I think you should practice with the darts as you may accidentally harm someone else with the bullets.

The best way is to develop dog-like traits.
You know - charm, good looks, intelligence, and that enviable ability to pee with just a casual, manly lift of a rear limb, instead of that undignified semi-squatting business.
Ahem.

you must be a cat lover.
I think the skills required is the have the right shaking of you tail to get the dogs to chase you into a trap. You must be able to run fast too.

You would get to use neither. One of the qualities would surely be to like dogs, if you want to shoot them, them you are not a suitable person for the job.
It would also help if you can run fast; and if your rabies jabs are up to date!.

As far as I am aware there are no 'formal' qualifications needed.
My brother is a vet and he says there's no official requirement

An attitude change could be a start.
I see they're looking for a new village idiot, perhaps that'd be the job for you.
